Here's the info from Intel on your CPU.

I see that at base it runs at 2Ghz but can turbo up to 2.9Ghz.

It's worth checking to see if your Intel CPU is definitely using the turbo boost.

I would recommend installing the latest nvidia driver using the auto detection feature on nvidia site with clean install checkbox or if you dont trust it use driver sweeper which can be downloaded from guru3d.com.

If your gpu is dated ie if nvidia doesnt allow you to install 3xx.xx series drivers you can head to laptopvideo2go.com and get the latest driver there (they offer official drivers with hacked ini files that allow these drivers to be instaed on older cards).

Second i suggest that you check your power schemes in windows in control panel-power and make sure everything is set to high performance while plugged in to the socket, this includes the nvidia control panel settings "power mizer' and the
Gpu selection setting(make sure its set to preffer high performance nvidia gpu).

Third i would delete the useroptions.ini and allow the game to create a new one and use custom values offered in other threads, if you want i can drop the settings i use on my laptop later on.
